Opening of the EUROCONTROL ETS Support Facility for Aircraft Operators[01-Feb-2012] The EUROCONTROL ETS Support Facility (ETS SF) for Aircraft Operators has been open today.
The ETS SF is a support function established and operated by EUROCONTROL to provide aircraft operators that have flown to or from aerodromes located in the area of applicability of the EU ETS, and in particular those included in the European Commission's EU ETS list of Aircraft operators1, with some information of interest and support in relation to their emissions monitoring and reporting obligations. The ETS SF can also be used by third parties, such as verifiers and service companies that aircraft operators have authorised to receive their data.

Single EU Registry activated for aircraft operators[30-Jan-2012] Today the European Commission has partially activated the Union registry in order to allow airlines to open accounts from 30 January onwards.
Account requests and all supporting documentation will be verified by the relevant national administrator. Aircraft operators with an open account will be able to receive free allocation as determined by their administering Member State.
The partial activation for airlines is a first step towards the full activation of the Union Registry, which will not take place before June 2012. Until then, existing national registries remain operational, in particular for allocation and for the completion of compliance activities for stationary installations.

BREAKING NEWS: The directive including aviation activities in the EU’s emissions trading scheme is valid (ECJ)[21-Dec-2011] The Court of Justice of the European Union (ECJ) has confirmed the validity of the directive which includes aviation activities in the EU ETS. The judges do not consider the directive a breach of public international law, so emissions trading in aviation will start as planned on 1 January 2012.
Judgment in Case C-366/10. Air Transport Association of America and Others v Secretary of State for Energy and Climate Change. The directive including aviation activities in the EU’s emissions trading scheme is valid. Application of the emissions trading scheme to aviation infringes neither the principles of customary international law at issue nor the Open Skies Agreement

EU ETS Registry account for operators reporting to France - Deadline to submit the application is 20 December 2011![24-Nov-2011] All aircraft operators need to open a registry account with the Union registry so that they can receive their free allocations by February 2012. A registry account is like a bank account. After it is set up, you will be able to manage it online, receive your free allowances, transfer the allowances you purchase and surrender the allowances that correspond to your 2012 emissions by 30 April 2013.
The process is open for aircraft operators reporting to France. The French GHG registry is held by the Caisse des Dépôts et Consignations (CDC). The CDC is responsible for managing this system and has to open an account for you in the Union registry. For this purpose, aircraft operators need to complete and sign the application form and return it before 4 January 2012 to the CDC by mail together with all supporting documents (original or certified true copies).
Operators that did not submit a verified tonne-kilometer or who do now want to receive their free allowances have an extended deadline to submit the application form (31 January 2012).

[01-Oct-2011] Following the European Commission's publication on 26 September 2011 of the benchmark values , which will be used to calculate the free allocation of allowances for aviation operators up to 2020, the UK Department of Energy & Climate Change (DECC) published the levels of free allocation its regulated EU ETS aviation operators will receive in 2012 and for the period 2013-2020.
» Download the UK free allocation levels for EU ETS aviation operators
The allocations have been calculated by applying the European Commission published benchmark values to the 2010 tonne-kilometre data submitted by operators. We strongly recommend each operator to double check the calculations to make sure no error has been made.

The European Commission publishes the TK benchmark![26-Sep-2011] Today the European Commission has published the benchmark values which will be used to allocate greenhouse gas emission allowances free of charge to more than 900 aircraft operators.
Publication of the benchmark values enables operators to calculate their free allocation of allowances up to 2020. One benchmark has been calculated for the 2012 trading period and another for the 2013-2020 trading period:
If we call "TK 2010" your reported TK data in 2010, this means that you will receive [0.0006797 * TK 2010] allowances for free in 2012, and [0.0006422 * TK 2010] allowances for free each year between 2013 and 2020.
In order to estimate your allowances shortfall in 2012, you need to estimate your 2012 emissions (equal to [2010 reported emissions * (1 + growth rate)] or [most recent 12 months emissions * (1 + growth rate)]), and deduct the number of free allowances received.
According to BlueNext, the current price of a carbon allowance is 11.28€.

Extension of Aviation ETS to Croatia[29-Aug-2011] By 1 January 2014, the aviation part of the EU ETS should expand to Croatia due to the country's planned accession to the EU on 1 July 2013. The scope of the aviation part of the EU ETS will therefore in the future cover some additional flights: the domestic flights within Croatia, as well as those between Croatia and non-EEA countries.
Aircraft operators performing domestic flights within Croatia and flights between Croatia and non-EEA countries have the possibility to monitor the Tonne-Kilometre (TK) data for the additional flights in 2012 and to apply for additional free allowances by 31 March 2013.
If you intend to perform such flights in 2012, you may be eligible to perform TK monitoring in 2012 and apply for free allowances in 2013. Any aircraft operator who will perform domestic flights within Croatia or flights between Croatia and non-EEA countries in 2012 and is not exempt from the EU ETS, has a right to participate in the TK exercise in 2012.
According to the Croatian law, an updated TK monitoring plan has to be sent by 31 August 2011 to the Croatian competent authority (Visnja Grgasovic, +385 1 3782 117, visnja.grgasovic@mzopu.hr).
You are requested to use the following template for monitoring the TK data for the additional flights in 2012: Monitoring plan for TK data. You can simply use your previously approved TK plan and update it using this new similar template.
You can find further information on the EC's web page: http://ec.europa.eu/clima/policies/transport/aviation/croatia_en.htm or by contacting the Croatian competent authority.
