The EC published the new list of aircraft operators included in the EU ETS[03-févr.-2012] The European Commission published the latest list of aircraft operators included in the EU ETS. This list contains 29 EEA countries, as the aviation part of the EU ETS covers EEA-EFTA countries. At present there is no aircraft operator allocated to Liechtenstein. We strongly suggest you check the list to find out which is your administering Member State or to make sure that your administering Member State has not changed since last year.

Opening of the EUROCONTROL ETS Support Facility for Aircraft Operators[01-févr.-2012] The EUROCONTROL ETS Support Facility (ETS SF) for Aircraft Operators has been open today.
The ETS SF is a support function established and operated by EUROCONTROL to provide aircraft operators that have flown to or from aerodromes located in the area of applicability of the EU ETS, and in particular those included in the European Commission's EU ETS list of Aircraft operators1, with some information of interest and support in relation to their emissions monitoring and reporting obligations. The ETS SF can also be used by third parties, such as verifiers and service companies that aircraft operators have authorised to receive their data.

Single EU Registry activated for aircraft operators[30-janv.-2012] Today the European Commission has partially activated the Union registry in order to allow airlines to open accounts from 30 January onwards.
Account requests and all supporting documentation will be verified by the relevant national administrator. Aircraft operators with an open account will be able to receive free allocation as determined by their administering Member State.
The partial activation for airlines is a first step towards the full activation of the Union Registry, which will not take place before June 2012. Until then, existing national registries remain operational, in particular for allocation and for the completion of compliance activities for stationary installations.

BREAKING NEWS: The directive including aviation activities in the EU’s emissions trading scheme is valid (ECJ)[21-déc.-2011] The Court of Justice of the European Union (ECJ) has confirmed the validity of the directive which includes aviation activities in the EU ETS. The judges do not consider the directive a breach of public international law, so emissions trading in aviation will start as planned on 1 January 2012.

Registre ETS - Date limite pour l'ouverture de compte auprès de la CDC fixée au 20 décembre 2011![24-nov.-2011] Les exploitants rattachés à la France doivent maintenant ouvrir un registre auprès de la CDC. Un registre est comme un compte en banque. Vous y recevrez vos certificats gratuits, vous y transfèrerez vos certificats achetés sur les marchés, et au 30 avril 2013 le nombre de certificats correspondant à vos émissions de 2012 viendront en débit sur votre compte. L'objectif est d'avoir un compte à zéro ou positif au 1er mai 2013.
Le registre français des gaz à effet de serre est géré par la Caisse des dépôts et consignations est responsable pour la France de la gestion de ce système. Il doit à ce titre vous ouvrir un compte dans le registre de l'Union. Afin de permettre l'ouverture du compte, vous devez:

Aviation Carbon 2012 - Carbon Planning and Trading Strategies for Airlines - London Heathrow 8-9 Feb 2012[28-oct.-2011] Despite a troubled introduction, the inclusion of aviation into the EU ETS will go live on 1 January 2012. By 28 February, aircraft operators will have received their free allocations in their registry and so this will be the ideal time for them to consider a carbon trading strategy that can mitigate financial and legal risks.

BREAKING NEWS: The European Court of Justice released the Advocate General’s Opinion about the inclusion of Aviation into the EU ETS![06-oct.-2011] This morning, the Court of Justice of the European Union published the Advocate General’s Opinion in Case C-366/10 between the Air Transport Association of America (ATA) and the Secretary of State for Energy & Climate Change.
In her Opinion, Advocate General Juliane Kokott concludes that the inclusion of international aviation in the EU Emissions Trading Scheme (EU ETS) is compatible with the provisions and principles of international law invoked.
Note: The Advocate General’s Opinion is not binding on the Court of Justice. It is the role of the Advocates General to propose to the Court, in complete independence, a legal solution to the cases for which they are responsible. The Judges of the Court of Justice of the European Union are now beginning their deliberations in this case. Judgment will be given at a later date.

La Commission européenne a publié le benchmark![26-sept.-2011] La Commission européenne a publié les valeurs de benchmark qui permettront d'allouer les quotas d'émissions gratuits à plus de 900 exploitants.
La publication du benchmark vous permet d'ores et déjà de calculer facilement le nombre de quotas gratuits que vous recevrez chaque année entre 2012 et 2020. Il y a deux valeurs de benchmark, une pour l'année 2012, et une pour la période 2013-2020:
Si nous appelons "TK 2010" vos TK déclarées en 2010, vous recevrez donc [0.0006797 * TK 2010] quotas gratuits en 2012, et [0.0006422 * TK 2010] quotas gratuits chaque année entre 2013 et 2020.
Afin d'estimer vos quotas manquants en 2012, vous devez estimer vos émissions de 2012 (égales à [émissions 2010 * (1 + taux de croissance)] ou [émissions des 12 derniers mois * (1 + taux de croissance)]), et déduire de ce montant le nombre de quotas gratuits précédemment calculé.
Selon BlueNext, le crédit carbone s'échange actuellement à 11.28€ environ.

[06-sept.-2011] Bombardier will be hosting its fourth annual Airline Executive Seminar in Montreal, from September 13th to 15th; starting with a welcome reception on Monday evening, September 12th.
Numerous speakers from airlines, consulting companies, academia and OEM’s will present their views and debate ideas during a panel discussion. Overall, the seminar will provide an opportunity to learn, share and make new contacts with current and future industry leaders.
The seminar is aimed at key airline management personnel who are involved in market development, network planning, marketing & communications, aircraft acquisition and/or technological advancement and who wish to broaden their skill and knowledge base.

Extension of Aviation ETS to Croatia[29-août-2011] By 1 January 2014, the aviation part of the EU ETS should expand to Croatia due to the country's planned accession to the EU on 1 July 2013. The scope of the aviation part of the EU ETS will therefore in the future cover some additional flights: the domestic flights within Croatia, as well as those between Croatia and non-EEA countries.
Aircraft operators performing domestic flights within Croatia and flights between Croatia and non-EEA countries have the possibility to monitor the Tonne-Kilometre (TK) data for the additional flights in 2012 and to apply for additional free allowances by 31 March 2013.
If you intend to perform such flights in 2012, you may be eligible to perform TK monitoring in 2012 and apply for free allowances in 2013. Any aircraft operator who will perform domestic flights within Croatia or flights between Croatia and non-EEA countries in 2012 and is not exempt from the EU ETS, has a right to participate in the TK exercise in 2012.
According to the Croatian law, an updated TK monitoring plan has to be sent by 31 August 2011 to the Croatian competent authority (Visnja Grgasovic, +385 1 3782 117, visnja.grgasovic@mzopu.hr).
You are requested to use the following template for monitoring the TK data for the additional flights in 2012: Monitoring plan for TK data. You can simply use your previously approved TK plan and update it using this new similar template.

The EC publishes the EEA-wide historical aviation emissions[01-juil.-2011] The European Commission (EC) published the Decision on the EEA-wide historical aviation emissions adopted on 1 July 2011 which serves as the basis to calculate the EEA-wide cap for aviation, which is now set at 221 420 279 tonnes of CO2. This figure represents the average of the annual emissions for the years 2004, 2005 and 2006 of all activities covered by the scope of the legislation.
The total quantity of allowances to be allocated in 2012 will be equal to 97% of the EEA-wide estimated historical aviation emissions. In the period 2013-2020 this percentage will be reduced to 95% of the EEA-wide estimated historical aviation emissions.

The TK data was submitted to the EC[30-juin-2011] On 30 June, all competent authorities submitted the TK data to the European Commission (EC). The EC will now aggregate the TK data and calculate the benchmark value that will allow you to determine the annual number of free allowances you will be entitled to. The EC is expected to publish the benchmark value on 30 September 2011.
For the 2010 monitoring period, VerifAvia conducted EU ETS verification of more than 460 operators - including 75 commercial airlines - from 60 countries and reporting to 22 different EU competent authorities.
Help Eurocontrol to improve the accuracy of the 'small emitters tool'[17-juin-2011] Eurocontrol launched a project to improve some Aircraft Types models and Fuel Consumption estimates in the 'small emitters tool'. If you would like to help Eurocontrol by providing some actual fuel consumption data, please check the Eurocontrol web site. For any details or request of information on the process or on the data submission please send an email to antonio.astorino@eurocontrol.int.
If you are a large emitter and use the 'small emitters tool' for data gaps, it is in your interest to compare the output of the 'small emitters tool' with your internal fuel consumption calculations. If you notice any large discrepancies, you should contact Eurocontrol. Also, you might want to consider changing your Annual Emissions Monitoring Plan data gap procedure if the 'small emitters tool' overestimates your CO2. Otherwise, you might pay higher CO2 emissions charges.
