European Parliament Committees vote on the Commission's proposal to restrict EU ETS to European regional airspace

On 21 January 2014, the TRAN Committee supported an intra-EEA scheme until at least 2016. On 30 January, the ENVI Committee voted in support of an airspace approach from 2014-16 with an increase to full scope in 2017. 

The Council has yet to come to an agreed position, but a majority of Member States support an intra-EEA scope. The trilogues between the European Parliament, the European Commission and the European Council will start on 18 February, with the final agreement approved by the European Parliament and the European Council in April.


Timetable of the co-decision agreement

 
  • 18 February: First Trilogue
  • 3 March: Environment Council
  • 4 March: Second Trilogue
  • 14 March: Transport Council
  • 31 March: Aviation ETS 2013 reporting deadline
  • 2-3 and 14-17 April: European Parliament plenary sessions
  • 24 April: European Parliament closes for election period

TRAN Committee votes for intra-European flights


Principal features of the TRAN Committee vote:
 
  • Scope 2013-2016: Intra-EEA flights
  • Scope 2016-2020: depends on outcome of 2016 ICAO Assembly (Intra-EEA if global measure is agreed; Airspace approach if global measure is not agreed)
  • Earmarking of auction revenues for climate-related funding
  • Flights to outermost regions included only for their proportion within EEA airspace
  • 31 in favour, 6 against, 4 abstentions

ENVI Committee votes for airspace approach


Principal features of the ENVI Committee vote:
 
  • Supports the Commission airspace proposal in principle
  • Scope 2013: Intra-EEA flights
  • Scope 2014-2016: European airspace approach
  • ‘Snap-back’ to full scope after 2016
  • Earmarking of auction revenues for climate-related funding
  • Flights to outermost regions included only for their proportion within EEA airspace
  • 49 in favour, 6 against

ITRE Committee votes for intra-European flights


Principal features of the ITRE Committee vote:
 
  • Scope 2013-2020: Intra-EEA flights only
  • Open review after 2016 ICAO Assembly
  • 29 in favour, 22 against


European Council Position


The Majority of Member States support intra-EEA scope, with a review after the 2016 ICAO Assembly. Council mandate for trilogues to be agreed at The Permanent Representatives Committee (Coreper) on 12 February.
