Aviation and climate change – destination unknown?

A lunchtime debate, Aviation and climate change – destination unknown?, will be hosted by Lucy Anderson MEP (S&D) and Bas Eickhout MEP (Greens/EFA) and organised by Transport & Environment with the financial support of Umwelt Bundes Amt.

In April 2014, the EU agreed to exempt flights to and from the EU from its emission trading scheme (ETS) until 2017. This ‘stop the clock' measure was agreed to give the International Civil Aviation Organisation (ICAO) time to develop at its 2016 triennial Assembly a global market-based measure to begin in 2020. Currently, only flights operating between airports in the EU remain under the ETS, accounting for roughly 25% of Europe's aviation emissions. Should ICAO fail to find a solution by 2016, EU legislation provides for the ETS to resume covering all flights to, from and between EU airports.
 
Negotiations at ICAO have continued throughout 2014, with input from governments, industry and NGOs. While crafting a global climate deal for aviation will be challenging, a successful ETS solution is essential if we are to tackle aviation emissions seriously.
 
This event will take stock of developments over the past year – including compliance and enforcement of the ETS in Europe and the key elements of potential market-based solutions under discussion at ICAO. Challenges will be identified including the role of offsetting, the legal framework for an international emissions scheme and the question of the 'CBDR Principle' (common but differentiated responsibility) in the run-up to global negotiations at the UN Climate Change Conference in Paris next year.
