2021 versions of the Small Emitters Tool (SET) and the ICAO's CERT

Small Emitters Tool (SET):


The SET is an emissions estimation tool developed by Eurocontrol as a means for estimating emissions in EU ETS in case of data gaps and for use by operators who are eligible to use it as the primary monitoring method.

On the 20th of December 2020, the 2021 version of SET was released (version 5.11). This new version does not include any new features, but the estimation model has been updated based on the latest data of the air traffic covered by the EU Emissions Trading System (EU ETS).

It is important to keep in mind that it is mandatory to use the 2021 version of the SET for 2021 emissions reporting.

ICAO CO2 Estimation and Reporting Tool (CERT):


CERT is a tool developed by ICAO that is used by aeroplane operators for monitoring and reporting of their CO2 emissions based on either the great circle distance (GCD) or block time (BT) inputs.

With the start of the Pilot phase of CORSIA in 2021, the 2021 version of the CERT tool has been updated accordingly – the 2021 CERT has built-in functionality to identify pairs subject to offsetting requirements. As mentioned in the summary, the emissions estimation models have not been updated in this release.

The 2021 version of CERT does not have aerodromes based in Colombia in its database, so users will have to add the aerodromes manually, paying close attention to enter the coordinates correctly.

Just like for the SET, it is mandatory to use the 2021 version of the tool for 2021 emissions reporting.
