Guidance documents on ETS & CORSIA applicability scopes and reporting biofuels under the EU ETS

31/01/2023

We would like to inform all interested parties of the publication of two guidance documents prepared by experts from competent authorities of Member States and the European Commission, led and coordinated by SENASA (Spain) and the Compliance Forum Task Force Aviation relating to the EU ETS, UK ETS, Swiss ETS & CORSIA applicability scopes, and the reporting of biofuels at the time of preparation of the EU ETS annual emissions report.

  • Threshold and Reporting Obligations Guidance (TAROG): guidance in determining the applicability of scope in respect of participating in the European Union ETS, Swiss ETS, United Kingdom ETS, and/or the ICAO CORSIA. The purpose is to provide guidance for the determination of which scheme or schemes apply(ies) to a specific route, and therefore the legislative provisions applicable to the route. The TAROG is also being implemented for the EUROCONTROL Support Facility for Aircraft Operators.
  • Technical Guidance on Supporting Documentation Required for Zero-Rating Claims Associated to Sustainable Biofuels for Aviation in the EU ETS: intended to help in the monitoring and reporting of the use of sustainable biomass in aviation activities pursuant to the EU ETS. It has been prepared primarily for the benefit of aircraft operators that wish to claim emissions reductions associated with the use of sustainable biofuels for aviation in their Annual Emissions Report under the EU ETS.
