Preparation for 2022 CORSIA Reporting - List of State Pairs & CERT

CORSIA States for Chapter 3 State Pairs


We would like to remind operators that for a given year (starting in 2021), the States included in ICAO document entitled CORSIA States for Chapter 3 State Pairs define the State pairs subject to CO2 offsetting requirements in CORSIA in that year.

Sector emissions between Chapter 3 States are used for calculating the CORSIA sector growth value above the 2019 baseline line emissions. The Sector growth value is applied to your reported emissions between Chapter 3 States for the Scheme Year to determine your offsetting obligation for that Scheme Year.

For the 2022 Monitoring Period, the CORSIA States for Chapter 3 State Pairs includes a total of 107 States that agreed to participate in the Pilot Phase of CORSIA. The list is provided in Edition 2/ Rev. 1 of the document published in September 2021 and available on the ICAO's website.
 

For the 2023 Monitoring Period, the CORSIA States for Chapter 3 State Pairs includes a total of 115 States that agreed to participate in the Pilot Phase of CORSIA. The list is provided in Edition 3 of the document published in July 2022 and available on the ICAO's website.

We also wish to remind you that you may use the CERT to estimate your emissions and
to address data gaps if it is set out in your approved Emissions Monitoring Plan (EMP). For the 2022 Monitoring Period, you may use the latest version of CERT developed for the 2022 Scheme Year.
